GEN 4   CHARGES FOR AERODROMES/HELIPORTS AND AIR NAVIGATION SERVICES

GEN 4.1  AERODROME/HELIPORT CHARGES

A landing charge shall be paid for the use of the runways and/or taxiways of an airport (including the lighting charges) for each 1000 kgs of the aircraft’s take-off mass. Each fraction of 1 metric ton shall be counted as a whole metric ton.

Notes:

For use of RWY lighting an extra fee 50 EUR/landing shall be paid.

Landing charge for IFR training and instruction flights, pleasure flights are subject to special arrangements. Special fees and applicable conditions may be requested from the aerodrome operator.

Notification about training flights are requested one working day in advance.

For flight operations outside the normal operational hours, special fees and conditions may be requested from the AD Operator.

2.2   Parking, hangarage and long-term storage of aircraft
  • 0.20 EUR/ 30 minutes/ 1000 kg on Apron stand or bay. Parking charged from onblock until offblock.
  • 1.00 EUR/ 30 minutes/ 1000 kg in hangar. Hangarage up to a maximum wingspan of 14 m.
2.3   Passenger service
  • 8 EUR/departing passenger

Debrecen airport debits the carriers with the above given amounts per passenger, excluding

  • employees of any airline company who carry an identity card and a free ticket,
  • the pilot of a general aviation aircraft,
  • infants under 2 years of age.
2.4   Security
  • 2.00 EUR/departing passenger
2.5   Other
  • Airport development charge 5 EUR/arriving or departing passenger.

3.   Fertőszentmiklós

3.1   Landing of aircraft

Note:

Outside the hours of operation availability fee has to be paid. The fee is 10,00 USD/hour.

For customs and immigration an extra fee shall be paid, for detailed information contact aerodrome operator.

5.4   Security

5.5   Exemptions/reductions

50% discount from landing fee is provided for aircraft under 2 tons of MTOW in case of filling up with 50 litres AVGAS or JET A1 fuel.

An airline, which starts to operate a new scheduled flight to/from a new destination at least 10 departing flights per season, based on contractual agreement, is entitled to receive discount from all published aerodrome charges. The rate of discount is 10%.

6.   Győr/Pér

7.   Hévíz/Balaton

All charges are not exclusive of Value Added Tax (V.A.T.).

Note:

The calculation of the landing charges, will be done by intervals, e.g. the values of each interval, based on the maximum allowed take off mass (the given mass multiplied by the charge correspond to the given interval) are cumulated.

7.1.2  Runway lighting fee included in landing charge. Extra charge should be paid beyond normal operation (e.g.: training flights).
7.1.3  Beyond opening hours operation
  • EUR 120.00 / hour disposal charge

shall be paid. In case the opening occurs on days when the airport is not opened minimum of 4 hours of disposal charge shall be paid.

7.1.4  Special discounts and exemptions

A reduction of 75% is granted, for flights made for the purpose of issuing certificate of airworthiness, checking flight equipment and technical test flights on the rates calculated on the base of the MTOW mass.

7.1.5  Training flights and touch-and-go landings

50% reduction of landing fee is granted for normal landing of training flights on the rates calculated on the base of the maximum take-off mass, which fee does not contain any ground handling activity. The same reduced landing fee shall be paid for training approaches.

For touch-and-go operation:

  • EUR 2.00 / 1000 kg / touch-and-go operation

landing fee shall be paid.

7.1.6  Exemptions

Landing charges above are not applicable in case of:

  • flights made by State aircraft, if not performed for commercial purposes;
  • search and rescue flights;
  • aerial survey flights;
  • calibration flights of navigational aids;
  • flight which due to technical failure or adverse weather conditions terminating at the same aerodrome from which the aircraft has taken-off with no intermediate landing;
  • emergency situation.
7.2   Parking Charge

Parking not exceeding 3 hours will not be charged, parking over 3 hours will be considered as 24 hours.

7.3   Passenger Service Charge
  • EUR 8.00 / departing passenger

The airport debits the carriers with the above given amounts per passenger, excluding

  • transit passengers,
  • infants under 2 years of age.

Passenger Service Charge includes the cost of handling passengers with reduced mobility, therefore no separate PRM charge applies.

7.4   Security Fee
  • EUR 3.00 / departing passenger
7.5   Incentives

The airport reserves the right to grant incentives, according to the criteria in “Incentive program for Airport”, which is not part of AIP, and can be requested directly from the airport operator.

7.6   Infrastructure charge

The airport operator manages the centralised infrastructure to provide services related to aircraft, passenger and baggage handling and enables these service providers to access to airport installations to the extent necessary for them to carry out their activities and collects charge for it.

7.7   Methods of payment
7.7.1   Collection of the Charges

When using the airport, the charges determined in the AIP and calculated in EUR shall be paid in EUR.

It shall be the duty of the operator of the flight to pay the charges for the use of the Airport. If the operator cannot be identified, the owner of the aircraft – established by the register number – shall be obliged to pay the charge.

The due charges shall be paid in advance. Prepayment shall take place on the basis of calculation. The operator/owner of the aircraft shall request the calculation from airport operator by sending an email to:

The following data shall be submitted to the airport operator for the purpose of prepayment:

  • the aircraft type and subtype,
  • flight number,
  • registration number,
  • time of arrival and departure,
  • MTOW,
  • expected passenger number,
  • and seating capacity.

Based on the above data, airport operator shall prepare the pre-calculation and send it to the airline within 2 working days of the receipt of the request. In the case of prepayment, the calculated amount must be transferred to the bank account of airport operator not later than the working day preceding the date of the flight. When requesting prepayment all above mentioned deadlines shall be considered. If the prepayment does not arrive to airport‘s bank account in time, airport shall be entitled to demand the payment of the airport charges on the spot either in cash or by bank card.

Until the due charges are paid, the airport operator shall be entitled to prevent take-off without prejudice to the safety of air transport. If the airport operator prevents take-off because of non-payment, the operator/owner of the aircraft having failed to pay may not claim damages from airport operator.

It is possible to deviate from the above terms of payment on the basis of the provisions of a bilateral payment agreement concluded with airport. A payment agreement may only be concluded in the case of regular operation. The conclusion of such a payment agreement may be initiated by the airport operator or by the airline. Airport operator shall decide on the conclusion of a payment agreement within its own competence.

7.7.2   Delay in payment

If the invoices issued for the airport charges are not settled on time, airport operator shall be entitled to charge interest for late payment, the rate of which shall be determined in accordance with the provisions of the Hungarian Civil Code. Pursuant to the provisions of the Civil Code, in the event of late payment, airport operator shall be entitled to satisfy in this order out of the paid off amount, the costs in the first place, after that the interest for late payment and finally the capital sum. On the remaining amount further interest for late payment shall be charged.

7.7.3   Calculation of aircraft mass

In the case of occasional, individual flights the mass of the given aircraft type derived from the ICAO Doc 7100 - Manual of Airport and Air Navigation Facility Tariffs, Selective Lift of maximum Licensed Take-off Weights For Aircraft. (page 1-13 to 1-17) will be used for the calculation.Those airport users operating flights regularly can submit the data (registration number, aircraft type-model, take-off weight, noise emission data) of the aircraft they intend to operate at the airport.

Airport operator shall not be liable for damages arising from a failure to submit data, from the missing of the deadline for data submission, or from the submission of incorrect data; and the airport user cannot claim damages therefore. The list should be submitted to:

In the case when the required data have not been submitted to the airport operator, by an aircraft operator having regular flights to the airport, aircraft’s mass data derived from ICAO Doc 7100 will be used for calculation.

  • Border crossing fee (for flights outside Schengen area): 13.500 HUF / hour.
    • weekdays BTN 0700-1500: 17.000 HUF+VAT/Hour/ACFT and every additional hour 8.000 HUF+VAT;
    • weekdays BTN 1500-2100: 21.000 HUF+VAT/Hour/ACFT and every additional hour 11.000 HUF+VAT;
    • weekends and holidays 27.000 HUF+VAT/Hour/ACFT and every additional hour 14.000 HUF+VAT.
  • Outside the operational hours (including aeronautical fee, RWY lighting fee): 1.750 HUF / 15 minutes.
