GEN 3.1  AERONAUTICAL INFORMATION SERVICE

1.   Responsible service

1.1.  The Aeronautical Information Service is an integral part of the Air Traffic Services. It is provided by the International NOTAM/ARO Office and Publications and Static Data Provision Unit.

2.   Area of responsibility of AIS

The AIS is responsible for the collection and dissemination of aeronautical information with regard the airspace and aerodromes available for civil air traffic within the territory of Hungary.

3.   Aeronautical publications

3.1.  The information is provided by the issuance of Aeronautical Publications in the form of the Integrated Aeronautical Information Package consisting of the following elements:
  • Aeronautical Information Publication - AIP,
  • Amendment Service to the AIP - AIP AMDT
  • Supplement to the AIP - AIP SUP, and
  • Aeronautical Information Circular - AIC.

In addition NOTAM and the related monthly Check List are issued via the Aeronautical Fixed Tele-communication Network (AFTN) and a monthly printed plain language summary of NOTAM is distributed by mail or e-mail.

3.2   Aeronautical Information Publication – AIP

AIP is the basic document containing data and information of a lasting character, which are of operational significance for the safe conduct of air traffic. AIP Hungary is published in one volume both paper and digital format in English language. The Hungarian Integrated Aeronautical Information Package (IAIP) is available in paper, PDF and electronic form.

3.3   Amendment service to the AIP – AIP AMDT

AIP AMDTs are published by replacement pages as soon as practically possible. Two types of Amendments are produced:

  • Non-AIRAC AIP Amendment identified by a white cover sheet. This type of AMDT incorporates permanent changes, which have been previously published in NOTAM or in certain cases in AIP SUP or AIC, as well as minor editorial changes. Publication date is indicated on the cover sheet.
  • AIRAC AMDT is identified by a yellow cover sheet and the abbreviation AIRAC. These amendments contains operationally significant information of a permanent nature, which will become effective later at a specified date in accordance with the AIRAC system.

The AIRAC AMDTs are therefore to be inserted in the AIP on the specified date (the AIRAC EFFECTIVE DATE).

On the cover sheet of the Amendments a short description of the subjects affected by the amendment is given. On the individual pages changes/additions will be marked by a vertical stroke in the left margin of the changes/additions. All pages in an Amendment will be clearly marked to indicate with which Amendment it was published and the editing date/date of updating (for AIRAC AMDT, the effective date/the date for insertion into the AIP).

Additionally it will be indicated on the cover sheet which NOTAM and/or AIC that have been included in the AIP by the AMDT, and therefore may be „cancelled” (deleted from the NOTAM/AIC collection).

AIP AMDT and AIP AIRAC AMDT are numbered successively beginning each year with number one. The year is the part of the number, e.g. AMDT 001/2008, AIRAC AMDT 002/2008.

A Check List of valid AIP pages is an integral part of the AIP.

3.4   Supplement to AIP – AIP SUP

AIP SUP contains information temporarily changing the contents of the AIP and where the amount of the information or the inclusion of graphics requires that the information have to be published. AIP SUP is identified by the abbreviation here given and by the use of yellow paper.

An AIP Supplement is kept in the AIP as long as all some of its contents remain valid. The period of validity will normally be given in the AIP SUP itself. Alternatively the period may be given in NOTAM. AIP SUP is numbered in sequence beginning each year with number 1 from 1 JAN. The year is the part of the number, e.g. AIP SUP 001/2008.

A check list of valid AIP Supplements is issued through the monthly Summary of valid NOTAM.

3.5   Electronic AIP (eAIP) and amendment service to the eAIP

The eAIP Hungary is based on the EUROCONTROL‘s eAIP Specification and the ICAO AIP Specimen. For more details please visit the EUROCONTROL eAIP Web site:

Amendments to the eAIP made by issuing a replacement DVD. A new DVD is issued each time when conventional amendments to the paper AIP is published. The amendment number and the effective and publication date are printed on the DVD. Each DVD contains the complete AIP, regular or AIRAC AMDT and SUP for the effective date and all published AIC.

3.6   NOTAM service and Preflight Information Bulletins (PIB)
3.6.1  NOTAM

NOTAM contain information concerning the establishment, condition or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which is essential for personnel concerned with flight operations.

NOTAM are distributed for Budapest FIR in five series identified by the letters A, B, M and S.

Series A - General rules and information on en-route navigation and communication facilities, airspace restrictions and reservations taking place in Budapest FIR and information concerning aerodromes contained in AD 2 part of the AIP Hungary.
Distribution: Nationally and internationally to all states which interchange NOTAM.

Series B - Information for VFR traffic concerning aerodromes contained in the AIP Hungary.
Distribution: On request.

Series M - NOTAM concerning military aerodromes and military navaids.
Distribution: On request.

Series S - SNOWTAM comprises information concerning the presence or removal of hazardous conditions due to snow, slush or ice on aerodrome pavement. SNOWTAM is numbered in sequence by four digits, beginning each winter season with number one.

NOTAM are numbered from 0001 consecutively, commencing on 1. January of each year. The series number is four digits which is followed by the last two digits of the year, e.g. A0001/14.

NOTAM and SNOWTAM are distributed by AFTN. NOTAM are published in NOTAM format, and prepared in accordance with ICAO Annex 15 Appendix 5, SNOWTAM in SNOWTAM format in accordance with ICAO Annex 15 Appendix 2.

3.6.2  Pre-flight Information Bulletin

Pre-flight Information Bulletins (PIB), which contain a recapitulation of current NOTAM and other information of urgent character to the operator/flight crews, are available at NOTAM/ARO Office. The PIB requests should be made as early as possible, preferably latest in conduction with the filing of a flight plan. For scheduled international flights or other flights operating on RPL the operators are advised to make a permanent bulletin request for the operation days. For more details see item 5.

3.7   Aeronautical Information Circular - AIC

AIC contains information of a more administrative nature affecting international and national aviation.

AIC is numbered beginning each year with number 1 from 1 JAN. The last two digits of the year is part of the number, e.g. AIC 1/96. A Check List of valid AIC is published at the beginning of each calendar year.

3.8   Check List and Summary of NOTAM

A Check List of valid NOTAM is issued monthly via AFTN. The Check List followed by a printed Summary of NOTAM distributed by mail or email to all recipients of the integrated Information Package. It contains a plain language presentation of the valid NOTAM and information about the number of the latest issued AIP AMDT, AIP AIRAC AMDT, AIP SUP, AIC as well as the numbers of AIRAC NOTAM to become effective or if none, the AIRAC NIL notification.

3.9   Distribution and sale of publications

The AIS publications are available on individual order, or on an annual subscription basis against the prices as follows:

In the above prices the mailing costs are included, but the VAT to be paid is not included. Publications exchanged with foreign Aeronautical Information Services and Aeronautical Authorities are free of charge on reciprocal basis according to Annex 15 Chapter 3, para 3.3.5.

4.   The AIRAC system

4.1.  In order to control and regulate the flow of changes implying amendments to charts, route-manuals etc., such changes whenever possible will be issued on predetermined dates according to the AIRAC system. Whenever possible this type of information will be published as an AIRAC AMDT.

If an AIRAC AMDT can not reproduced due to lack of time, a NOTAM clearly marked AIRAC will be issued.

4.2.  The table indicates AIRAC effective dates of the coming years.

AIRAC will be issued so, that the information should be received by the customer not later than 28 days before the effective date, for major changes not later than 56 days.

At AIRAC dates NOTAM will be issued with information about which AIRAC AMDT or AIRAC NOTAM have been issued to become effective or that no AIRAC information have been issued (AIRAC NIL).

5.   Preflight information service at aerodromes

A centralised Preflight Information Service is provided by NOTAM/ARO office, located at Hungarocontrol premises. Preflight information is available via phone, fax or e-mail. (See GEN 3.1 para 1.1.)

Preflight Information Bulletins are provided for all IFR and VFR flights departing from Budapest FIR, on the basis of available NOTAM messages. The bulletin includes normally NOTAM messages not older than 15 days. On individual request, the time period can be extended.
