  Implementation of the 8.33 kHz channel spacing for VHF voice communication below Flight Level (FL) 195 in Hungary according to the Commission Implementing Regulation (EU) No 1079/2012

This AIC provides notification and contains information for guidance and awareness for concerned stakeholders in respect of 8.33 kHz channel spacing capable on-board radio carriage requirements and contains additional information to AIC 003/2014 published 01 JULY 2014.

1.   Mandate of 8.33 kHz channel spacing on-board radio equipment carriage and checking by IFPS below FL195 in Hungary effective from 13/11/2014

1.1  Following the COMMISSION IMPLEMENTING REGULATION (EU) No 1079/2012 of 16 November 2012 laying down requirements for voice channel spacing for the Single European Sky (SES), HungaroControl the Hungarian Air Navigation Service Provider has requested IFPS to extend existing hard checking of the flight plans for 8.33 kHz carriage for all IFR/GAT flights entering Budapest FIR (LHCC FIR) below FL195. This will result in the 8.33 kHz carriage checking for all IFR/GAT flights within class C airspaces above 9500 ft AMSL.

2.   Associated procedures

2.1   Flight Planning Procedures

From the 13th of November 2014, in the FPL of an aircraft planned to operate in LHCC FIR above 9500 feet (AMSL):

  • Letter ‘Y’ shall be inserted in field 10 of the flight plan, for aircraft equipped with 8.33 kHz capable radio equipment; or
  • For state aircraft not equipped with 8.33 kHz capable radio equipment but equipped with UHF radio letter ‘Y’ shall not be inserted in field 10, but ‘COM/EXM833’ shall be inserted in field 18 as well as letters ‘U’ and ‘Z’ in item 10a of the FPL.
  • Absence of letter ‘Y’ in field 10 shall be taken as a lack of 8.33 kHz capable radio equipment.

Medical flights specifically declared by the medical authorities and aircraft engaged in search and rescue missions are not automatically exempted from the 8.33 kHz mandatory carriage requirements. However these special flights will not be rejected by the Integrated Initial Flight Plan Processing System (IFPS) whenever STS/HOSP or STS/SAR are identified by the IFPS system in the FPL.

3.   Requirements and consequences

All IFR/GAT flights or parts thereof operating in 8.33 kHz airspace above 9500 ft AMSL within LHCC FIR are required to carry 8.33 kHz radio equipment. Exemptions are defined in chapter GEN 1.5 of Hungarian AIP.
Rejection of the flight plan or in-flight re-routing may occur when an operator of a special flight (see 2.2.) does not comply with the requirement for the mandatory carriage of 8.33 kHz capable on-board radio equipment.
